As of now, due to the complexity of the signing workflow, we are still using manual method to sign RPM artifacts and repos.
We need a temporary method now to unblock us before fully implement RPM signing before we fully add it into the signing workflow.

Added tests after discussing with @zelinh he will add the certs validation later.
