[BUG] Dashboards - Snapshot policies - not able to change snapshot schedule time

Describe the bug

When creating or editing Snapshot policy, I'm not able to change start time.

To Reproduce
Steps to reproduce the behavior:

1. Create snapshot policy
2. Try to change Start time (choosing from list or entering manually)
3. Time will go back to 20:00 (or whatever was as default for you)

Expected behavior
Time changes

Stumbled across the same issue, seems it was already fixed but now occuring again, see #824.
In OpenSearch Dashboards v2.9.0 it's working.

I had version 2.17.1 installed until yesterday and then installed update 2.18.0. I had hoped that the problem had been resolved. Unfortunately not. The result is the same as in the previous version. The start time of Snapshot Schedule cannot be set.

As #1207 was only merged very recently, I believe this will be fixed on the next version (2.19.0)
