Describe the bug

The "Time last updated" field on Snapshot Management -> Snapshots, and Index Management -> State management policities is in US date format: MM/DD/YY HH:MM, rather than localised or in ISO8601.

To Reproduce
Steps to reproduce the behavior:

1. In OpenSearch Dashboards, click on the hamburger to open the docked menu.
2. Click on Index Management
3. Click on State management policies
4. See error

Expected behavior

Date should be localised, or in ISO8601 format.
