Is your feature request related to a problem? Please describe

Based on remote routing table repo present and Remote publication enabled, decide on cluster state publication flow.

Meta #12995

Describe the solution you'd like

Cluster state publication with remote state needs to be enabled only when Publication feature flag is enabled. For per node publication, we also need to check if the destination node has remote routing table repo.
