Meta issue: #13683

All the code for remote cluster state is in RemoteClusterStateService class. For a object that has to be published to remote store, there are no guidelines They have to write the code from scratch to publish an object to remote store

Describe the solution you'd like

Create generic interfaces which can be implemented for objects which need to be persisted to remote store
