[BUG] Cannot add data filter when creating monitor in alerting

Describe the bug
There is no button to add a filter.

To Reproduce
Add monitor, use the visual editor and then add a data filter.

Expected behavior
There is a button that allows me to add a data filter.

2.7.0

2.7.0
