Test GitHub Actions workflow doesn't use just test #208

The workflow runs the tests with pytest only.

just test also runs coverage.

The consequence here is that the coverage is well below what is expected from the configuration in pyproject.toml (fail_under=82).

Whether that value should be changed, or the tests expanded isn't clear.
