[BUG] Command Make kustomize doesn't install kustomize

Command make kustomize doesn't install kustomize and fall with error:

go: creating new go.mod: module tmp
Downloading sigs.k8s.io/kustomize/kustomize/[email protected]
go: sigs.k8s.io/kustomize/kustomize/[email protected] (in sigs.k8s.io/kustomize/kustomize/[email protected]):
        The go.mod file for the module providing named packages contains one or
        more exclude directives. It must not contain directives that would cause
        it to be interpreted differently than if it were the main module.
make: *** [kustomize] Error 1

This problem is discussed at this kubernetes-sigs/kustomize#3618 and fixed from [email protected] version of kustomize.
Need to upgrade version in make file.
