Since the first term of voting members is complete, should the outgoing voting members be moved to regular members, or removed entirely?

I would vote no on that. I'm not sure what sort of status they should have in the org per se, but moving from voting to regular should be an active request from the outgoing voting members. We saw this happen with the voting members who represented non-impact projects at the end of this most recent voting term.

That seems very strange to me; an elected official whose term expires doesn't have to ask to stay a citizen.

I'm not saying they should be removed entirely. I am just saying that they should not automatically become regular members when their voting member status expires. I think it should be an active engagement. And you may be able to tell by my language, but I'm thinking of voting members who were not particularly active -- should they automatically become regular members or should we expect them to at least PR themselves in as regular members?

@brianwarner and I were recently discussing using Github teams to manage maintainers and such, perhaps they should be a member of a team associated with their respective project and still have org rights, but the move directly from voting to regular seems presumptuous.

I think they should automatically become regular members, and the separate issue of "inactive regular members" should attempt to address it for everyone, not just formerly-voting-members.

I'm going off-topic on the issue I started, but just to note I caught this - it would be good to have subteams of project maintainers. This would ensure that the end of an election doesn't mean losing access to things. This extends the work @jorydotcom did to create a list of stakeholders from each project. I'll do the outreach to build the lists/teams. Now, back to the regularly scheduled discussion :-)

The consensus at this weeks meeting was to move folks who are no longer voting members to regular members. @brianwarner

I've added PR #558 to document this and will add the outgoing members back to the directory, thanks!
