Add node config collector in RCA graph

Decision Maker framework needs to know the current value of node config settings such as threadpool queue / cache capacity before creating remediation actions to that node. So we need to leverage the RCA framework and create a new type of RCA vertex to collect node config settings from ES on each node and send them over to decision maker on master
