How to reproduce:

[root@localhost ~]# runc events test
ERRO[0000] open /sys/fs/cgroup/user.slice/user-a.slice/aa-bb.scope/memory.oom_control: no such file or directory
open /sys/fs/cgroup/user.slice/user-a.slice/aa-bb.scope/memory.oom_control: no such file or directory
