Migrate Docker images to Debian 11 and other improvements #575

Several improvements are needed in the different Docker images: base, rest, and builder, these include:

migrate images to Debian 11
make sure all containers run as user 'cellbase' instead of root
reduce size by using COPY with chow parameter
