Some bug with Processing Order Status \ Complete Order Status fields. While switching languages wise versa field becomes empty without checkboxes list. So need to go to fresh backup installation and replace code with help of firebug to have ability save settings.
There's no bug with localization, because second language for admin is just renamed english folder and php file.
UPD
I've just checked. So if secon language is renamed english everything is fine. So I guess the issue was caused by broken language from OC 1.5.6.4 or older.
