Add press-and-hold characters to Dvorak layouts #712

To type most non-alphanumeric symbols in Dvorak, the '?123' button has to be pressed to open the special characters page
Dvorak should have press-and-hold characters arranged similarly to QWERTY layouts
A layout editor would also solve the problem
