Tracking issue for events yaml

This is a tracking issue so that we have a documented place to note event semantic conventions that have been added to markdown before the yaml tooling is ready.

This is a follow-up from @jsuereth 's comment in #1091 about tracking events who have been spec'd before the yaml tooling is complete. We can use this to capture the events as they are created, so that we can go back and add them to the yaml later.
