This may be superseded by #3651 eventually, but for now I wanted to clarify some guidelines around blog posts.

Major changes are the sections "before submitting" and "publication timelines"

@svrnm Hmm, what about you edit the blogs-case-studies.md file in #3651? I'm also planning on trimming the standard CONTRIBUTING file.
