I did some validation on the output:

• I see sigstore signatures in the lib folders inside OpenTelemetry pacakge.
• README is there in OpenTelemetry package and relative link conversion looks good.
• net9.0 target is there for OpenTelemetry package.
• I see CardinalityLimit, OpenTelemetrySdk, and Batch ctor in public API for OpenTelemetry.dll.
