Initial implementation of oracledbreceiver, after the work in #oracle

Describe the solution you'd like

This issue captures the work of the initial implementation. It uses a scraper to access the database and query periodically.

Hey @atoulme what is the end goal of this receiver:

  • query db for telemetry data that is stored inside?
  • query db for it's own telemetry data?
  • both?

For sql records there is another issue for mysql specifically:

There is also a working PoC for MySQL records:

I'm bringing this up for visibility, maybe it might help you.

You can see in the PR #16044 we advertise a few metrics related to the Oracle DB itself. Feedback on the PR would be much appreciated.
