With the merging of OTEP - We're be working on phase 1 of this.

That means spending time formalizing a "resolved schema", specifically:

Upon implementation, the OpenTelemetry project's telemetry schema will include a registry of all standardized attributes, metrics, and signals as defined by the semantic conventions.

We'd like a new repository open-telemetry/weaver for prototyping tooling and the schema itself prior to the next set of specification PRs for Phase 1, @lquerel will open the request for that.

I'd probably defer this question to @open-telemetry/specs-semconv-maintainers, depending on whether they want to absorb this as part of their primary work, or create a separate (sub-)group that is working on it
