Bug: can't delete insight that's over limit

          I can't delete an insight without upgrading as well. This is a dark pattern, that we will need to update as well.

When I click upgrade, I don't see delete. That might be annoying users.

Suggested Solution

• Disable the 'Repositories Tracked' section of the repository insight edit page
• Disable upgrade modal when user clicks the 'Edit' button
• Show Upgrade Modal when clicking "Add Repositories"
