Update GO version in OPA Envoy Plugin to match OPA version #7115

The OPA Envoy Plugin fails due to CVEs present in G 1.22.5. Update it to Go version used by OPA i.e. 1.23.1, which has the required CVE fixes.

I have already created a PR at : open-policy-agent/opa-envoy-plugin#603

Please approve and merge it, and release a newer version of the OPA Envoy plugin.
