- Naming of configure switches
- Base set of required MCA parameters for each framework/component/module

All of the above should be formalized into writing and used as a foundation for a documentation effort (both developer and user).
- Discuss how to make current sm btl (and collectives?) scale to manycore; there are some obvious problems with current schemes (e.g., assuming that every process can/will communicate with all other processes, and therefore it sets up and polls every mailbox).
- Should we add a PML option to only poll destinations that have posted receives? (this may be a no-op for some transports, but could ignore unused endpoints in other transports)
- Do we need to separate device identification from initialization? E.g., establish that there is an MX / TCP / OpenFabrics device, and then let the PML (or whatever) initialize it? Reference: MX devices need environment variables set before initialization to set some configuration options. Currently, both the MX MTL and BTL are initialized, but they want to use different config options. Hence, they can only be guaranteed to get the desired options if a user explicitly asks either the MTL or BTL.

- Maintainability: We should look at the codebase and consider where we can consolidate code that is currently duplicated in multiple places (e.g., file handling, error handling, MCA param logic). We should also take a look to see if there is a better way to handle MCA parameter registration in frameworks and components to make this a bit more uniform.

Testing: If testing is the way we judge the health of Open MPI then we should probably explicitly work it into our continual assessment of the development of the project. To do this we need to find a way that uses MTT for the RTE.
- Is it time to implement MTT bug to find "new" test failures, and tie that together with an e-mail saying "new tests X, Y, Z failed, these were the SVN commits since that last test."
- Discussion of v1.4 issues
