I believe I have found the source of this issue.
The code that deals with updating visible surveys got duplicated, and only one of them was updated at the latest by version 2.4.12 ("real" version number, not store version number).

It is probably the code that handles push notifications that is wrong. All the code has been moved into the StudyManage file and has large explanatory comments. Not totally sure how to deduplicate this as the code has substantially diverged.
