Cookie consent breaks layout

As a bit of context: This site is currently (regardless of this issue) not displaying as it should. On desktop sized screens, the menu should only be collapsed on the home page. This could be fixed with these changes: master...fix-menu-state

Assuming the menu issue is fixed, the "Cookie consent" elements (below) causes the menu to disappear. This is probably because the menu relies on everything else on the page being wrapped in a single element.
