Adding Slurm config file to testing to enable VS Code tests

Currently the testing strategy for Slurm (and other compute engines) is to pass in the relevant config file with make:

Makefile:

test-slurm:
	@docker pull ohsucompbio/slurm
	@go test -timeout 120s ./tests/slurm -funnel-config `pwd`/tests/slurm.config.yml

Adding the config file somewhere in the tests themselves might add the ability to run the test suite from one's editor (e.g. VS Code):
