Automate creating stable/ branch in release process #2996

In #2993 release process was updated to always create stable/* branch when preparing a new release.

This part could be automated as part of the tag-next-release make step. Some care should be taken that this step is only done when creating a new release and and not when backporting changes in an existing stable/* branch.

I think this was done in #3327 via the release-stable-branch make target. Thanks @tjanez
