SUMMARY

Now that the initial dynamic Buildkite pipeline generator landed in Oasis Core, the next step in speeding up our CI pipelines is probably skipping Rust builds (and tests) when a pull request only touches Go code and re-using the artifacts from the last successful build of the pull request's base branch.
