Bug Description

When creating a new user or changing the password, a mail should be sent to the user.

Reproduction Steps

  1. Log in as admin
  2. Creat new user
  3. The new user should then get a mail

Expected Behavior

The user should get a mail

Actual Behavior

The user does not get the mail.
