Use caching headers when fetching/publishing StatusList2021Credentials

Currently the node tries to refresh a credential if it is older than 15 minutes, and the lifetime of credentials is 24 hours. Usage of caching headers would reduce the need to parse often needed StatusList credentials from once every 15 min to once per day.
