Maybe for the raster basemaps you need to still specify that the trail line should be below the labels, instead of just giving null.

That's almost surely it because the label is correct for vector basemaps

I think I might just add a transparent layer to the end of the aerial/fstopo styles and then use that name as the beforeId?
