fix(core): load core plugins as part of loading plugins

Current Behavior

angular.json is never loaded when using loadNxPluginsSync.

The core plugins are not loaded during loadNxPlugins and loadNxPluginsSync

Expected Behavior

angular.json is loaded when using loadNxPluginsSync.

The core plugins are loaded during loadNxPlugins and loadNxPluginsSync
