Currently, the generator for github actions workflow use the NX CI workflow v0.8. This commit update the workflow used to the current latest version, v0.11.2
Current Behavior
When using
nx g @nrwl/workspace:ci-workflow --ci=github, with NX Cloud connected, it generate a CI workflow using @nrwl/ci:0.8 while the last version is 0.11.2.It is an issue when using Yarn 3 : the package manager version is not correctly detected.
Expected Behavior
Github CI workflow using NX Cloud will be generated using @nrwl/ci:0.11.2, last current version.
