fix(testing): fix jest paths for root directory

Current Behavior

getJestProjects() returns [<rootDir>] for a root project with jest.config.app.ts which is incorrect.

Expected Behavior

getJestProjects() returns [<rootDir>/jest.config.app.ts] for a root project with jest.config.app.ts.
