This issue is a follow-up to the community meeting held on January 2, 2024 and aims to build a consensus on improving the diversity of Notary Project Org maintainers. The current Notary Project governance guide lacks a clear description of the diversity of Notary Project Org maintainers besides "No one company or organization can employ a simple majority of the org maintainers" and only states that “any subproject maintainer is eligible for a position as an org maintainer.” However, there are other scenarios to consider. For instance, people from other organizations (not from the organizations that current Org maintainers are from) may show interest in Notary Project as Notary Project solutions get popular overtime. They want to join the Notary Project community and fulfill Org duties. Another case is current Org maintainers may step down, but the corresponding organization wants to continue the responsibilities, thus they want to nominate new Org maintainers from their organization. We need to discuss and agree on guidance on these scenarios. One proposal is that Org maintainers can nominate a person for a position as an org maintainer and seek consensus from the two-thirds super-majority of both Org maintainers and sub-project maintainers in the Notary Project community.

As per #60 we are discussing the number of org maintainers to be 6. Theoretically this will allow 6 different organizations to participate. At a min, though, I think we should have 3 different organizations represented in the org maintainers list.
