Kick strategies in param file

We often change kick strategies mid-competition, such as using only motion kicks or only big kicks. Sometimes these are per robot - last year we had a separate branch for She-Hulk because she used a different kick strategy.

We should put kick strategies into a param file that we can easily configure mid-competition.
