Description

Problem*

Resolves

Summary*

This PR updates the constant folding rules such that if we have an array from which we're reading at a constant index such that we know that it's not an "out of bound" error we can cache the results of this read to be reused in future.

Additional Context

  • Documentation included in this PR.
  • [For Experimental Features] Documentation to be submitted in a separate PR.

PR Checklist*
