Problem*
Partial progress towards #2013
Summary*
This PR pulls out all the failure test cases from
test_dataand places them intocompile_failure.test_datanow no longer needs aconfig.tomlfile as all tests are expected to compile successfully. It's been renamedexecution_successto reflect this. I've maintainedconfig.tomland created a symlink fromtest_datatoexecution_successfor backwards compatibility.I've also separated out any test cases which compile down to an empty circuit. Executing these isn't interesting and we don't need to pass them to bberg for testing that it can generate proofs for them.
