  1. build: improve vcbuild.bat 

    * Support running multiple test suites (e.g. vcbuild test-simple test-gc).
* Removed a nonexisting test suite (test-uv).
* Removed superfluous extra layer of argument parsing.
* Fix the node-weak build.
