tools: update to eslint 3.8.0, fix unneeded escaping in template strings #9112

LGTM
One of the changes in a recent ESLint release is that the no-restricted-properties
rule can now accept wildcard objects or properties (see eslint/eslint#7137). If we want, I think we can replace our custom no-definegetter-definesetter
rule with a config for no-restricted-properties
:
rules:
no-restricted-properties: [error, {property: __defineGetter__}, {property: __defineSetter__}]

The no-useless-escape rule in ESLint did not previously flag certain unnecessary escaping in template strings. These will be flagged in ESLint 3.8.0.
Update ESLint to v3.8.0. * Installed with `npm install --production` to avoid installing unnecessary dev files * Used `dmn -f clean` to further eliminate unneeded files
