Allow the user to always display the precision of the GPS.

add a new entry in the menu "Always display location precision" using the GPS fix icon, disabled by default
the precision is displayed in meters
the precision text is red if >10m, with a warning icon
the precision text is blue if <10m, with a geoloc icon
