Placing the LICENSE file in /.docs rather than in the root of the project fails to properly distribute the license with the code which results in a violation of the MIT license. Moving it to the root of the project should resolve this issue.

Move license to the root of the repository

This commit is solely moving the LICENSE file from the documentation
directory to the root of the repository so as to allow downstream
consumers to more easily comply with the desired license for the
project (MIT).

Resolves nmrshll#8
