I have no idea but maybe you don't know that Hetzner provides 2 kind of servers.

1. Hetzner Robot. Bare metal machines. Not a lot of API surface to interact with these. A human goes and installs your new machine, so you have to buy it and wait.
2. Hetzner Cloud. Cloud VMs. All automated with an API.

This one seems to target Hetzner Cloud only, whereas nixops-hetzner targets Hetzner Robot only (at least until NixOS/nixops-hetzner#35 is fixed).

There's also https://github.com/lukebfox/nixops-hetznercloud which seems to be more active than this one.

@yajo is right, nixops-hetzner doesn't manage hetzner cloud VMs.

I haven't worked on this for some time and I'm not sure the server management is fully working. I'm archiving it, if I start working on this again I'd probably submit PRs to https://github.com/lukebfox/nixops-hetznercloud.
