Use Static Linux SDK for the Docker and Linux releases

This would reduce the docker image size and solve this issue: #1380
I have a sample project for using the Static Linux SDK: link
The GHA runner doesn't seem to have the Static Linux SDK out of the box: link
So the easiest way to generate the Linux binaries is probably through Docker's export binaries option.
(I don't know how to best translate this export option into the current workflow)
