Update release dispatch workflow

Note: DCA staging points to main so changes can be view without a PR. So this is different from the previous workflow it that we would redirect the dispatch-downstream-staging workflow to so that releases trigger a pull request to DCA prod, and revise to match the different config format for that repo.
