LAN Sync feature

Hello,
In order to optimize bandwidth, notably in areas were Internet is not fast and data is expensive (in Africa for instance), I'd like to have the ability to sync on a LAN, both with the server if it's on the LAN, and especially with other clients on the same LAN.

A lot of discussion have already started, both on owncloud and Nextcloud, but it looks like there's not much activity. Would it be possible to consider this feature? Thank you!

As we work together with ownCloud on the client we should continue the discussion over there:

owncloud/client#230

This is the server repo. so I will close it. That does not mean, that we don't want this feature, but that this is the wrong place for this. Just continue in the client bug tracker and we maybe can have a look all together at it.

Thank you @MorrisJobke Happy to see that you collaborate with owncloud.

Apparently, owncloud/client#230 is closed for discussion, and it continues here: https://central.owncloud.org/t/gsoc-2017-fast-lan-sync/6271 but there, the last comment is more than 7 months old (March 2017). Is it still active?
