[Bug]: Error fileexists.html template not exists

Bug description

We found that in version 29 we have an error when following the procedure below.

Steps to reproduce

1. Create a folder
2. Share the folder via public link with edit permissions and password.
3. From a browser without open session we upload a file.
4. Upload a file with the same name
5. Instead of the conflict dialogue appearing, we get an error as it tries to call the URL https://example.com/apps/files/templates/fileexists.html but that file does not exist in NC29 from https://github.com/nextcloud/server/pull/43104/files.
6. If we create the file fileexists.html in its old location with its old content it works correctly.
