Only the first ever Welcome Mail to a user contains a reset password link, which leads to a poor oboarding experience if the user does not login for a while and the linkt expires.
Steps to reproduce
Sign up a new user with email but no password via Users -> New User
Wait for the Welcome Mail to be sent: it contains a link to a reset password form (as expected)
Never login / wait for the link to expire; User asks Admin to resend Email; Resend Email via Users -> "..." -> "Resend Welcome Mail"
Wait for the second Welcome Mail to be sent; this does not contain a link to a reset password form
Note: this also works when not waiting for the link to expire. It seems that in general, the first Welcome Mail does contain a valid reset password link, any following Welcome Mail does not.
Expected behavior
As long as a User has never set a password, the Welcome Mail should always contain a linkt to the reset password form.
