Stay logged in Feature not working in NC 11

After reading #1067 i thought this Problem is solved with NC 11, but it is not.

Steps to reproduce

1. Consider "External Storage" is disabled
2. Logout from NC > You are back at the Login Screen
3. A Checkbox is available to "Stay logged in"
4. Loggin
5. Close the Browser
6. Reopen the Browser and Open NC URL
7. Your are logged in
8. Enable "External Storage" App
9. Close Browser
10. Reopen Browser with NC URL
11. You are logged out and at the Login Mask there is no "Stay logged in" Checkbox

Expected behaviour

The "Stay logged in" Feature should be available independent if i have "External Storage" enabled or not.

Actual behaviour

"Stay Logged in" is not available, if "External Storage" is enabled

Server configuration

Operating system: Raspbian (Debian Jessie)

Web server: Nginx 1.9

Database: Maria DB 10

PHP version: 7.0

Nextcloud version: NC 11

Are you using external storage, if yes which one: local

Are you using encryption: no

I was able to reproduce this on NC 11, Debian 8, Apache2, mod_php7 (dot-deb).

Intended behavior at the moment, but will hopefully change once I've finished #2044.
