With a high number of users on a server, maybe an user would look up only in it's addressbook, not in the whole list of the instance's users.
Of course, this should be an option (one more...).
anyway, contacts on server should be hidden to users as long as they are not in the same group. So, contacts of users should be what is to be searched anyway

The Nextcloud internal address book is very important, especially for inviting attendees, because you need the exact e-Mail address of a user for the event to automatically pop up in their calendar.
