Bug description

When switching the UI language to Arabic
Navigation overlay doesn't appear on RTL mode (mobile view example)

Steps to reproduce

Change Nextcloud language to an RTL language (arabic here as an example)
For example Go to settings/admin
Click the toggle navigation icon

Expected behavior

Navigation overlay appear

Nextcloud Server version
